Approximately 30 entities—public and private—still use animals in experiments in Virginia, and some of them have been repeatedly cited for noncompliance with federal animal welfare laws. Violations include subjecting pregnant baboons to “multiple major survival surgeries” without approval, starving a piglet to death, allowing a rabbit with a broken leg to die while awaiting medical care, letting chinchillas waste away, and more. A federally licensed entity can repeatedly and severely violate the Animal Welfare Act—even receiving USDA citations doesn’t effectively prevent noncompliance or improve conditions for the animals affected.
