Replacing Kiggans in the state Senate
State Senator Jen Kiggans (R) won the second congressional district race last night against Rep. Elaine Luria (D). A special election will now have to take place in Virginia Beach to replace Kiggans in the Senate, setting up a complicated scenario for candidates. Virginia Scope has heard several names in recent weeks that are considering running to replace Kiggans.
The special election will take place to fill Kiggans’ seat for the district she was elected to represent in 2019. The twist to this story is it will be only for one legislative session (barring any special sessions) and the district will no longer exist when the Senate is up for reelection next year.
Redistricting in 2021 changed all of Virginia’s legislative boundaries. Tuesday night’s congressional elections all took place under the new boundaries.
However, all 40 state Senators were elected to four-year terms in 2019. So this special election to replace Kiggans will have to take place under the former boundaries to ensure that all of the citizens in that district remain represented through the 2023 elections.
