The RGGI report
Governor Glenn Youngkin signed Executive Order 9 on Jan. 15 directing the Secretary of History and Natural Resources to complete a study of the Regional Greenhouse Gas Initiative and its impact on Virginians. Youngkin vowed prior to taking office to remove Virginia from the program that requires carbon-emitting power plants to purchase allowances for their emissions in quarterly auctions. It has proven to be more difficult than just something that can happen from executive action.
